Homemade Solar Death Ray Video

Talk about a homemade weapon, this guy created a solar death ray right in his backyard. A very cool if not a bit disturbing video. So you need a permit to build a deck, but this is fine in a neighborhood? I wonder why the Mythbusters could seem to do the same..... or perhaps this video is fake, .... no way, it is on the internet, it must be real!
